I plugged it in and the red lights run across the meters and then stop with a single light. No further testing. I am not sure why it was taken apart so selling As Is for parts or repair. It is missing the top plate and the screws that hold the 2 front plates on. please see photos for details. Buyer pays shipping through UPS ground.
