It is the part that transmits the weight of the turntable to the chassis. It is the lower race of the main thrust bearing. The rubber rings prevents turntable rumble to be transmitted to the main chassis and the tonearm. Pls note that the upper race and the lower race are not identical, the upper race has a wider inner diameter The actual washer and rubber ring is shown in pictures 2 and 3.
