This item is used and comes untested but does look to be in working order.

Tested and in excellent working condition as seen in the video. All inputs and outputs worked as they should. It is missing a knob and the post is slightly bent but turns just fine. There are also some scuffs, etc. on the top as shown. The power cord is brand new because it did not have one when I got it. Very nice and relatively rare Tandberg Control Amplifier (pre-amplifier). I was impressed by the sound quality (via a NAD power amp). Has MM and MC phono inputs. Well built.
